Protecting Pueblo’s Library
Pueblo's library has always been more than a place to borrow books. It is where children learn to read, where job seekers find resources, where students do their homework, and where neighbors come together. For generations, the Pueblo City-County Library District has been one of this community's most trusted public institutions.
Now, we need your help to protect it.
What is this about?
In 2019, Pueblo voters approved a measure that directed existing property tax funding toward library operations. This did not raise taxes. It simply put money that was already being collected to work for the library and the people it serves.
In 2024, the Colorado state legislature passed a new law that places a cap on how much property tax revenue a local district like ours can collect each year. Because of that law, the funding Pueblo voters already approved is now at risk.
What are we asking?
On November 3, 2026, Pueblo voters will be asked:
"SHALL THE PUEBLO CITY-COUNTY LIBRARY DISTRICT WAIVE THE 5.25% PROPERTY TAX LIMIT FOR ALL FUTURE PROPERTY TAX YEARS, WITHOUT INCREASING TAXES, AS SUCH PROPERTY TAX LIMIT IS CREATED BY HOUSE BILL 24B-1001 AND SET FORTH IN SECTION 29-1-1702, C.R.S., TO ALLOW THE DISTRICT TO REALIZE THE FULL BENEFIT OF ITS CURRENT VOTER AUTHORIZED PROPERTY TAX RATE AND SHALL ALL DISTRICT REVENUES BE COLLECTED, RETAINED, AND SPENT NOTWITHSTANDING ANY REVENUE LIMITS PROVIDED BY LAW?"
In plain terms: a yes vote protects funding voters already approved. It does not raise your taxes.
